CONVEYANCING UPDATE
The Property Law Committee of the Pretoria Attorneys Association hereby provides the following update with regard to various conveyancing issues:
VA COPIES
The Acting Registrar of Deeds has confirmed that there is no Registrar’s Circular from the office of the Registrar Pretoria. They are complying with the CRC until a uniform procedure is finalised during their internal meeting next week (i.e. the week of 13-17 January).
The Joburg Deeds Office has issued the Circulars which can be downloaded below.
DELAYS AT DEEDS OFFICE
We have received a number of complaints from our members about delays at Distribution.
The Acting Registrar of Deeds has confirmed that as per their stats they don’t have any backlog on the junior level. The only challenge that they are experiencing is on the senior side, where lot of senior examiners are still on leave and this situation has been there always at this time of the year. They only have 8 senior examiners in the office at the moment. The challenge will be sorted out as from next week because most of examiners are returning.
DELAYS REGARDING RATES CLEARANCE CERTIFICATES
Over the last two to three months the PAA has engaged with senior officials at the City of Tshwane. Although it is denied by the city that there is any issue, the anecdotal evidence from our members suggests otherwise and we will therefore continue to attempt to resolve the bottleneck with the City as soon as possible.
